Yes, many universities of Applied Sciences in the Netherlands offer business degrees fully in English. At Fontys, several Business and Economics courses are taught in English and are designed for international students.
Entry requirements depend on your previous education, the country you come from and the study programme you choose. In general, you need a secondary school diploma that is equivalent to the Dutch standard.
