Wat betekent VH-voorstel zelfregie op internationalisering voor Fontys?
Op verzoek van de minister komt de Vereniging Hogescholen zelf met voorstellen om de instroom van internationale studenten te reguleren. Het gaat om collectieve maatregelen (dus geldend voor alle hogescholen) op het gebied van taalvaardigheid, werving, huisvesting, de blijfkans en het anderstalig opleidingsaanbod. Wat betekent dit voor Fontys?
In het hbo is ruim 92 procent van de studenten Nederlands. Ook wordt 92 procent van de opleidingen in het Nederlands aangeboden, 80 procent van de opleidingen alléén in het Nederlands. Slechts 8 procent van de opleidingen is alleen in een andere taal te volgen. Ook al wijst niets in deze cijfers op een (te) massale instroom van buitenlandse studenten, toch is het een feit dat de internationale instroom in het hoger onderwijs een zekere druk op de samenleving legt. Dan hebben we het over huisvesting op de eerste plaats. De krapte op de woningmarkt is een serieus probleem. Maar ook - en dan met name bij universiteiten - hebben we het over overvolle collegezalen, hoge werkdruk bij docenten en mogelijk een verminderde toegankelijkheid van het onderwijs voor Nederlandse studenten. Het zijn dit soort argumenten die de afgelopen jaren hebben geleid tot toenemende kritiek (vanuit de maatschappij én politiek Den Haag) op de internationale instroom.
Zelfregie
Minister Dijkgraaf van OCW heeft de instellingen in het hoger onderwijs opgeroepen om nu zelf met voorstellen te komen voor de regulering van de internationale instroom. De Vereniging Hogescholen heeft deze handschoen meteen opgepakt en heeft onlangs een stap gezet: op de algemene ledenvergadering is een zogenoemd bindingsbesluit aangenomen. Dat betekent dat de hogescholen het zien als een collectieve inspanning en dat alle hogescholen zich dus gezamenlijk committeren aan een aantal maatregelen c.q. beloftes.
Wat staat er in dat bindingsbesluit (zie downloads bovenaan deze pagina)? Het gaat achtereenvolgens om afspraken op de volgende gebieden:
- taal (denk aan het bevorderen van taalvaardigheid van studenten én docenten)
- huisvesting (meer en intensievere samenwerking met gemeenten en woningcorporaties)
- blijfkans (betrokken partijen bijeenbrengen om te praten over het verhogen van de stayrate)
- werving (ontwikkelen van een gezamenlijke wervingsstrategie)
- anderstalig opleidingsaanbod (in onderling overleg tussen hogescholen).
Visie Fontys
Fontys schaart zich vierkant achter de voorstellen in het bindingsbesluit. Door zelf met deze voorstellen te komen, nemen we onze maatschappelijke verantwoordelijkheid voor de regio’s (en de regionale economie) én voor de samenleving als geheel. Bovendien: het is aan ons om te laten zien dat internationalisering ook vóórdelen biedt. Dat laatste sluit ook naadloos aan bij onze strategie Fontys for society én bij onze onlangs vastgestelde visie op internationalisering. Omdat we op deze manier beter kunnen voldoen aan de arbeidsmarktbehoefte in onze internationaal georiënteerde regio’s (economisch perspectief) en de bijdrage die internationale studenten kunnen hebben aan de vorming van al onze studenten tot global citizens die met een open houding onderdeel zijn van onze maatschappij en bijdragen aan het versterken van de sociale cohesie in Nederland.
Hoe nu verder?
Begin maart heeft de VH het besluit definitief vastgesteld; het is woensdag 13 maart naar de minister van OCW gestuurd. De volgende stap is dat de Tweede Kamer met de minister in debat gaat over de voorstellen (ook die van de universiteiten) in relatie tot de Wet Internationalisering in Balans. Dat debat zal naar verwachting in mei of juni plaatsvinden. Ondertussen werkt Fontys actief aan de realisatie van haar visie op internationalisering onder andere door het verder vormgeven van beleid rondom portfolio, werving, taal en studentenhuisvesting.

Ben ik als internationale student of medewerker nog wel welkom bij Fontys?
Jazeker. Alle hogescholen van Nederland en dus ook Fontys benadrukken met dit voorstel juist het belang van internationalisering, het belang van anderstalig onderwijs en de waarde die internationale studenten en medewerkers hebben voor Nederland.
Wat betekent dit voorstel voor mijn werk of studie bij Fontys?
Er zijn geen gevolgen voor jouw studie of werk bij Fontys. Het voorstel gaat over de vraag hoe hogescholen internationale studenten en medewerkers nog beter kunnen ondersteunen bij het studeren en werken in Nederland.
Wat gaat er in de toekomst dan mogelijk wel veranderen?
Fontys gaat met de andere hogescholen samenwerken aan het versterken van de mogelijkheden om als internationale student en medewerker beter te kunnen integreren tijdens en na de studie. Dit doen we onder andere door het ontwikkelen van taalonderwijs zodat studenten en medewerkers hun Nederlandse taalvaardigheid kunnen vergroten. Ook gaan we samen met onze regionale partners werken aan meer studentenhuisvesting zodat onze internationale studenten kunnen rekenen op een goede en veilige woonomgeving. Samen werken we ook aan kwalitatief hoogwaardige anderstalige opleidingen met het oog op de maatschappij en vanuit de verantwoordelijkheid die we hebben voor onze studenten. Met al deze maatregelen werken we aan een toekomst van succesvol en inclusief studeren en werken in Nederland.

What does the binding resolution on self-direction mean for Fontys?
At the request of the minister, the Association of Universities of Applied Sciences has put forward proposals to regulate the intake of international students. These are collective measures (applicable to all universities of applied sciences) regarding language proficiency, recruitment, housing, retention rates, and programs delivered in languages other than Dutch. What does this mean for Fontys?
Over 92 per cent of the students in the higher vocational education sector (HBO) are Dutch. 92 per cent of courses are offered in Dutch, with 80 per cent offered exclusively in Dutch. Only 8 per cent of programs are exclusively available in a language other than Dutch. Although these figures do not indicate that the intake of foreign students is excessive, fact is that international intake in higher education does exert pressure on society. Housing issues are the primary concern; the shortage in the housing market is a serious problem. There are also other issues, particularly at universities, such as overcrowded lecture halls, high workloads for lecturers, and potentially reduced accessibility of education for Dutch students. Such concerns have led to increasing criticism in recent years (from both society and politicians) regarding the international student intake.
Self-direction
Minister Dijkgraaf of Education, Culture and Science (OCW) has called on higher education institutions to put forward proposals for regulating international intake. The Association of Universities of Applied Sciences responded immediately. Progress was made when a binding resolution (see downloads on this page) was passed at the general membership meeting. This demonstrates that the universities of applied sciences view this as a collective effort, with all institutions therefore committing to several measures/promises.
What are the agreements in the binding resolution? Agreements were made regarding the following issues, in order:
- language (such as improving the language skills of both students and lecturers);
- housing (increased and intensified cooperation with municipalities and housing associations);
- stay rate (bringing relevant parties together to discuss increasing the stay rate - the number of foreign students who stay in the Netherlands after completing their studies);
- recruitment (developing a joint recruitment strategy)
- Offering programs in languages other than Dutch (by mutual agreement between the universities of applied sciences)
Fontys' vision
Fontys strongly supports the proposals in the binding resolution. By putting forward these proposals ourselves, we are assuming our social responsibility for the regions (and the regional economy), as well as for society as a whole. Moreover, it is up to us to show that internationalisation also offers advantages. This last point aligns seamlessly with our Fontys for society strategy and our recently established vision of internationalisation. This approach allows us to better meet the needs of the labour market in our internationally oriented regions (from an economic perspective). It also recognises the contribution that international students can make in helping all our students develop into global citizens, citizens who are open-minded and active members of our society and play a role in strengthening social cohesion in the Netherlands.
What's next?
In early March, the Association of Universities of Applied Sciences (VH) finalised the resolution and sent it wednesday 13th March to the Minister of Education, Culture, and Science. The next step is for the House of Representatives to debate the proposals (including those from universities) with the minister in relation to the Internationalisation in Balance Bill. The debate is expected to take place in May or June. Meanwhile, Fontys is actively working to realise its vision of internationalisation by further shaping its policies regarding its portfolio, recruitment, language and student housing.
